The spatial development framework for the uThukela District guides and shapes spatial planning, land use management, and land development in the district and tackle the challenge of integrating and aligning spatial, engineering, environmental, and socio-economic considerations that the district faces.

The framework promotes both urban and rural development, develops and maintains a viable built environment, improves infrastructure, connectivity, and movement systems, promotes sustainable concentration of economic activities, and protects the district’s natural resources and cultural heritage.

The framework also facilitates the execution of the integrated development plan (IDP), and all associated government initiatives aimed at combating poverty.
