Municipal land use schemes regulate and manage spatial development in accordance with the vision, objectives, and policies outlined in the municipalities’ respective Integrated Development Plans and Spatial Development Frameworks, with the goal of promoting sustainable development and quality of life.

By defining land use zones and development (zoning) regulations, the land use schemes provide clarity on what may or may not occur on each land parcels, promote efficient land use practices and reserve land for essential services, resolve conflict between different land uses and control negative externalities, enable a mix of convenient land uses, enable efficient movement processes, promote economic development, protect and conserve natural resources, eco-systems, sensitive areas, agricultural areas, and cultural heritage sites. The development regulations establish the maximum allowable building height, floor area ratio, building lines, parking, and building density per hectare.
