The framework promotes the development of sustainable human settlements through new development in strategic locations and infill residential development, as well as access to infrastructure, social services, and economic opportunities; protects and conserves protected areas, critical biodiversity areas, ecological support areas, and historic and culturally significant precincts; facilitates the growth of diverse economic opportunities; and facilitates the upgrade of informal settlements and limits urban sprawl.
